Abu Dhabi has launched what it’s calling the world’s first AI public servant. Not a chatbot. Not a portal. An AI that actually handles your government admin for you – renews your licence, pays your bills, books your healthcare appointments – without you ever logging in.
While many governments are still talking, Abu Dhabi has built
Across Europe, we are still having important conversations about AI literacy, skills, and governance.
Abu Dhabi has gone a step further.
They have built a single government app, powered by AI, that delivers services end-to-end.
The app is called TAMM.
What TAMM does in practice
TAMM currently serves 3.8 million users.
It provides access to more than 1,150 services across 90 public and private organisations.
These are not simple queries. These are real government services.
Here is the number that stands out most.
95 per cent of requests are resolved by AI.
Not redirected. Not escalated. Resolved.
So far, TAMM has completed over 1.9 million service cases through conversational AI alone.
The results are significant
The impact of this system is already clear.
- More than 36 million in-person visits are removed every year
- 90 per cent of requests are completed within one day
- 92.5 per cent user satisfaction
This is not a pilot project.
It is a live system operating at a national scale.
Citizens stay in control
One of the most important aspects of TAMM is choice.
Citizens decide how the AI works for them.
You can allow some services to run automatically. Others can be set to require approval.
For example, your car registration can renew automatically. Healthcare appointments can remain under your control.
The AI assistant works in over 90 languages, using both chat and voice.
It does not just provide information. It completes the task from start to finish.
This did not happen by accident
TAMM is part of Abu Dhabi’s Digital Strategy for 2025 to 2027.
The government has committed 13 billion dirhams, around €3.5 billion, to digital and AI transformation.
Their ambition is clear.
They aim to become the world’s first fully AI-native government by 2027.
This investment goes beyond technology.
- 95 per cent of public sector employees have completed AI training
- Chief Digital and AI Officers are in place across every government entity
- A truly AI-literate public workforce is being developed
From policy to delivery
Abu Dhabi is not just talking about AI in government.
They are building it. Using it. Measuring it. Scaling it.
And it raises an important question.
What about Ireland? What about the UK? What about the EU?
We have regulations. We have frameworks. We have policies.
And those things matter.
But while many governments debate, Abu Dhabi is delivering.
A new way to think about government
The Chairman of the Department of Government Enablement put it simply:
“Government is no longer reactive. It is a partner that is intelligent, human-centred, and present at the moments that matter most.”
This is the real shift.
From government as something you deal with to government as something that works for you.
The question we all need to ask
AI will transform public services. That part is certain.
The real question is this:
Will your government lead that transformation, or respond to it later?
Because the gap between those who act now and those who wait is growing fast.
