AI SIX Podcast Episode 287: Grok AI, Explicit Images and Where the Law Steps In

By

What happens when an AI tool can undress people at the click of a button, and governments are forced to intervene?

In this episode, I joined Good Morning Dublin for a sobering conversation about one of the biggest AI controversies of the year so far: Grok, the AI system owned by X, and its ability to generate sexually explicit images without consent.

The discussion goes to the heart of a growing global concern. As generative AI becomes more powerful and accessible, where is the line between innovation and public safety, and who is responsible when that line is crossed?

What Is Grok and Why Did It Spark Outrage?

For listeners unfamiliar with Grok, I explained that it is Xโ€™s version of ChatGPT, a large language model trained on vast amounts of online content, including conversations happening on the platform itself.

Crucially, Grok also included an image-editing feature. Users discovered they could prompt the tool to change peopleโ€™s appearance and clothing using publicly available photos, effectively creating non-consensual sexualised images.

While this type of activity has long existed in darker corners of the internet, what shocked many was how visible and easy it suddenly became on a mainstream social platform.

Even more troubling was how long the feature appeared to remain live before action was taken, prompting Irelandโ€™s Minister for AI to seek urgent talks with X.

Irelandโ€™s Legal Response and Cocoโ€™s Law

Ireland already has strong legislation in place around intimate image abuse. I highlighted Cocoโ€™s Law, which bans the sharing of explicit images without consent.

Following meetings with X, the Irish government warned that Grok could be banned in Ireland if it failed to comply with national laws governing the creation and distribution of sexualised images involving both adults and children.

X subsequently said it would remove the offending feature, but in the episode, I questioned why such a capability existed in the first place.

What further inflamed public anger was the revelation that the tool was later placed behind a paywall, effectively monetising access to a feature that had already caused serious harm.

EU Scrutiny and a Wider Internet Problem

The controversy quickly escalated beyond Ireland. Governments across Europe responded, and the issue reached the European Parliament in Strasbourg, signalling that regulatory pressure is only increasing.

I was clear that Grok is not an isolated case. Research in the UK has identified tens of thousands of nudity-generating tools available online, showing that this is a systemic challenge rather than the failure of a single company.

With Ireland hosting the European headquarters of many major tech firms, I argued that the country should be leading enforcement efforts rather than simply reacting after harm occurs.

Can Individuals Protect Themselves?

One of the most pressing questions raised in the episode was what ordinary internet users can realistically do to protect their images.

I acknowledged how difficult this is in practice. Any photo shared publicly online can potentially be reused by AI tools. Some people may choose to limit what they post or remove existing images, but ultimately, the responsibility must sit with regulators and legislators.

Irish authorities already have cases underway against X, but legal challenges and judicial reviews can slow enforcement. Still, senior government figures have made it clear that personal safety must come before financial interests, a message I believe will resonate across the EU.

Innovation Versus Public Safety

The conversation also tackled a broader philosophical tension. AI promises extraordinary benefits, from productivity gains to scientific breakthroughs, but those advances cannot come at the cost of human dignity or safety.

In the episode, I argued that the Grok controversy has become a defining case study in what happens when safeguards fail, and regulators are forced to catch up at speed.

Ireland and the EU now have an opportunity to move from statements to action, setting standards that others may follow.
