AI SIX Podcast Episode 457: AMALIA and European AI Sovereignty

By

AMALIA and European AI sovereignty are at the heart of this episode — Portugal has just launched an open-source AI model built specifically for European Portuguese, and it’s being framed as an act of digital sovereignty. I’m breaking down what AMALIA is, how it was built, and what it means for public services across Europe.

What Is AMALIA and Why Does It Matter?

AMALIA was officially unveiled on 1 July 2026 by a consortium of Portuguese universities and research institutions, backed by Portugal’s government and EU recovery funds. It received around €5.5 million from the Recovery and Resilience Plan, and more than sixty researchers contributed to its development. This isn’t a consumer chatbot — it’s a foundation model that public institutions, companies and universities can use as a base to build their own applications.

What makes AMALIA different is its national flavour. It’s trained on European Portuguese, with an explicit aim to reflect Portuguese language, culture and legal context — not a globalised, US-English default. Early use cases already announced include:

  • An AI-powered museum guide for Portuguese cultural institutions
  • A teaching assistant for schools
  • Decision support tools for the Portuguese Navy
  • Digital assistants to help citizens navigate public services

In other words, AMALIA is being treated as public digital infrastructure, not a branded product.

Open Source and EU AI Act Compliance

AMALIA is fully open source — the model weights, training dataset and source code are released under an Apache 2.0 licence. That means any organisation can download it, inspect it, fine-tune it and deploy it on their own infrastructure without depending on a foreign cloud provider. Under the EU AI Act, it’s classified as a general purpose AI model without systemic risk, which means it has transparency and safety requirements but avoids the most stringent obligations applied to frontier systems.

Built on Shared European Infrastructure

AMALIA builds on EuroLLM 9B, an open European large language model, and was trained using the Deucalion supercomputer in Lisbon and MareNostrum 5 in Barcelona. So while it’s a Portuguese model, it’s also a real-world example of national projects reusing shared European infrastructure rather than starting from scratch — and that’s a big deal.

Three Lessons for Ireland and Smaller EU States

  • You don’t need to pretrain a giant model from scratch — the AMALIA team adapted EuroLLM 9B and layered national data on top, keeping costs at research grant scale.
  • Tying the model to supercomputing resources and open licensing signals this is infrastructure, not a private trophy.
  • The legal scaffolding matters as much as the code — how AMALIA handles licensing, data provenance and AI Act classification will shape public sector confidence in deploying it.

My Take

AMALIA is both a technical project and a political statement. It says Portugal wants to be a maker, not just a buyer, in the AI era. The risk for Europe is fragmentation — if every country builds its own model and none interoperate, we end up with twenty-seven slightly different stacks and no real scale. The answer is shared foundations like EuroLLM, with local adaptation layered on top. AMALIA is one of the first real tests of whether that model works in practice.
