AI SIX Podcast Episode 450: China’s AI Summit & Governance Push

By

China’s AI Summit & Governance Push is the focus of Episode 450, and it’s a big one. Last week, Shanghai hosted the World AI Conference, where 29 countries signed up to a brand-new intergovernmental AI organisation. The race to build powerful AI is now also a race to write the rules.

Shanghai Steps Up: China’s World AI Conference 2026

The World AI Conference (WAIC) this year had a theme of “AI Partnership for a Brighter Future” — and it was anything but a quiet industry event. Over 1,100 companies exhibited, more than 140 forums and workshops ran across the conference, and 300 new AI-powered products made their world debut. But the headline moment? President Xi Jinping gave the opening keynote for the very first time. That’s significant. It signals that China isn’t just positioning itself as an AI manufacturer — it wants to be a rule-maker too.

29 Countries Sign Up to a New World AI Organisation

The day before the conference opened, on 16 July, 29 countries signed the founding agreement of the World AI Cooperation Organization (WAICO) — a new intergovernmental body headquartered in Shanghai. The founding members lean heavily towards the Global South: Russia, Indonesia, Pakistan, Kazakhstan, Brazil, Malaysia, South Africa, and Senegal among them. WAICO is pitched as a forum for coordination on AI standards, data-sharing, and capacity-building across member states.

Xi also announced 5,000 AI training places for developing countries over the next five years, new AI cooperation centres with ASEAN and the African Union, and an offer to extend China’s AI weather-warning system to 30 countries. China isn’t just selling hardware and software — it’s selling a full development package.

China’s Governance Model vs the EU and US

This is where it gets really interesting for those of us watching global AI policy. Three very different governance models are now competing for global influence:

  • China’s model: Sovereignty, stability, and state-centric oversight. Domestic rules on recommendation algorithms, deep synthesis, and generative AI require providers to register systems, conduct security assessments, and align outputs with “core socialist values.” These are now being repackaged as a template for global norms.
  • The EU’s model: Risk tiers, fundamental rights, and market surveillance through the AI Act. It limits the riskiest applications — like biometric categorisation and emotion recognition — while leaving space for innovation in lower-risk use cases.
  • The US model: Still a patchwork of voluntary commitments, sector-specific rules, and executive guidance. Congress has yet to pass comprehensive AI legislation, leaving Washington relying on White House safety pledges and chip export controls.

What This Means for Organisations Operating Globally

If you work in a public sector organisation with any international dimension, this matters. Compliance teams are already warning that the same AI model or product may need to be configured in three different ways — or even split into separate regional offerings — just to meet these diverging expectations. That increases costs, fragments ecosystems, and risks deepening digital divides between regions.

For now, WAICO is more signal than substance. But it tells us clearly that the race to govern AI is no longer just a Brussels-versus-Washington story. Beijing wants a seat at the rule-making table, and it has a growing bloc of countries prepared to back its vision.
