DeepMind Is Preparing for AGI — but should the company building this technology also be shaping how society responds to it? On 16 September, researchers from Google and Google DeepMind launched the DeepMind Institute, and I have a lot of thoughts on what it means for public sector communicators and policymakers.
What Is the DeepMind Institute?
The DeepMind Institute was launched on 16 September by researchers from Google and Google DeepMind, led by co-founder Shane Legg, James Manyika and Demis Hassabis. Its mission is to advance thinking about the safe development of artificial general intelligence — AGI — its beneficial use and its implications for society.
Legg has publicly stated he gives a 50% chance of what he calls “minimal AGI” by 2028. That timeline explains the urgency behind standing up an institute like this right now.
The Big Questions the Institute Is Asking
What I found genuinely interesting is the breadth of questions this institute is wrestling with. These aren’t just technical questions — they are deeply political and social ones:
- What happens to work if machines can perform a large share of cognitive labour?
- How should governments distribute the economic gains from AGI?
- How do we monitor increasingly capable systems for deception or unsafe behaviour?
- What kind of society are we trying to create with this technology?
AI Transparency: A Closing Window
One of the institute’s first essays examines reasoning transparency — the ability to inspect the written reasoning traces some AI models produce as they work through a problem. DeepMind researchers argue these traces can help identify concerning behaviour, including attempts to cheat evaluations or pursue unintended goals. But here’s the warning: this window may be closing. Future systems could become more powerful while reasoning in ways that are harder for humans to inspect. They’re calling for transparency to be measured, protected through model design and potentially backed by regulation.
Economic Disruption and Policy Options
A second essay looks at the economic disruption AGI could cause, and rather than making one dramatic prediction, it maps out scenarios. For milder disruption: expanded unemployment insurance, employer-led retraining and a stronger earned-income tax credit. For more serious wage compression: a negative income tax to guarantee an income floor. In an extreme scenario: universal basic capital — an ownership stake that allows citizens to share in wider capital growth rather than leaving wealth concentrated among a small number of companies.
My Honest Take: They Should Have a Seat, Not Own the Table
The DeepMind Institute is a publishing and discussion platform. It is not an independent regulator, a public authority or a democratic decision-making body. Its own website says these essays are conversation starters and should not be read as Google’s official view.
The people building frontier AI have valuable technical knowledge and absolutely should contribute to public debate. But they also have commercial interests, enormous influence and their own assumptions about the future. Too much of the AGI debate swings between extraordinary abundance and apocalypse — and meanwhile, governments, employers and workers need practical conversations about skills, public services and economic security.
Governments need independent evidence, scenario planning and democratic oversight. The DeepMind Institute can inform that conversation. It should not lead it.
