AI Six Podcast Episode 36: Embracing AI Innovation in Public Sector Comms: A Conversation with Kae Skinner

By

What if you could create Pixar-style videos, lifelike voiceovers, and engaging content โ€” all on a shoestring budget? Kent County Councilโ€™s Communications Manager, Kae Skinner, is proving itโ€™s possible with the power of AI.

In this episode of the AI Six podcast, I had the pleasure of speaking with Kae about how her team is pioneering AI in local government communications. Kaeโ€™s approach is a masterclass in innovation on a budget โ€” blending creativity with cutting-edge AI tools to deliver high-impact campaigns that resonate with audiences.

Innovation in Tight Times

Kaeโ€™s team operates within Kent County Councilโ€™s Innovation and Business Intelligence Group โ€” a dynamic unit responsible for service development, data intelligence, systems oversight, digital innovation, and communications. With tight budgets and fewer resources, Kae explained how AI has become an invaluable asset for streamlining content creation while maintaining quality.

โ€œWeโ€™re using AI for content creation, not data collection,โ€ Kae emphasised. This clear boundary reassures leadership and stakeholders that privacy remains intact. Once they see how AI can cut costs and save time โ€” without compromising data security โ€” theyโ€™re more open to embracing it.

AI Tools Making an Impact

Kae and her team have built an impressive toolkit. Hereโ€™s a breakdown of their most-used AI platforms:

  • Eleven Labs: Used for high-quality text-to-voice and voice cloning, enabling lifelike narrations โ€” perfect for subject matter experts who prefer to avoid the camera.
  • Vyond: Creates animated avatars for internal comms and public engagement, filling gaps left by staff cuts (like community wardens).
  • InVideo: Generates Pixar-style videos for a fraction of the traditional cost โ€” ideal for youth-focused campaigns.
  • Canva & Premiere Pro: For pulling everything together into polished, professional content.
  • Microsoft Co-pilot: The backbone of day-to-day comms work, assisting with copywriting, scripting, and idea generation.

Kae highlighted the importance of balancing AI support with human creativity: โ€œCo-pilot doesnโ€™t do it for me โ€” it works with me. AI makes you better than your best.โ€

Real-Life Campaign Success Stories

One standout example is KCCโ€™s โ€œNot Just a Libraryโ€ campaign for prison library services. Inspired by the iconic M&S adverts, the team produced an emotional, AI-assisted video to showcase the diverse services available to inmates โ€” leaving the internal client in tears of appreciation.

Theyโ€™ve also supported Trading Standards with AI-driven videos explaining complex legislation โ€” like new Botox laws โ€” tailored for businesses, parents, and young people. The content reached over 15 million people annually, reshaping the departmentโ€™s reputation from reluctant participants to enthusiastic advocates.

For Kae, the proof is in the data. A recent Nextdoor survey showed 75% of Kent residents said KCCโ€™s scam prevention content helps protect them. Thatโ€™s the kind of impact that speaks for itself.

Whatโ€™s Next for KCCโ€™s AI Journey?

Kaeโ€™s vision for the next 12 months is clear: continue evolving and experimenting. From expanding AI avatar capabilities to tackling sensitive topics like offensive weapons and acid attack awareness, the team remains committed to using AI intelligently and ethically.

Her advice for fellow public sector comms professionals?

  1. Track everything: Data-backed results make it easier to win over leadership.
  2. Find an internal advocate: A senior champion can open doors and secure buy-in.
  3. Show, donโ€™t tell: Use AI to create a quick, powerful demo that proves whatโ€™s possible.

Kaeโ€™s optimism is infectious: โ€œWeโ€™re in a time of thinking differently โ€” a time to embrace everything AI has to offer.โ€

For public sector teams navigating tight budgets and rising expectations, Kaeโ€™s journey proves that with the right mindset and tools, innovation is within reach.
