AI SIX Podcast Episode 421: Estonia to Create IDs for AI Agents

By

Estonia to Create IDs for AI Agents is a game-changer for digital trust. Estonia is set to become the first country in the world to create official digital identities for AI agents, moving us from total access to controlled access in how AI operates on our behalf.

Why Estonia Is Taking the Lead

Estonia is widely recognised as Europe’s most digitally advanced nation. Much of its success has been built on trust, giving citizens secure digital identities and access to online public services.

Now the government believes the same principle must apply to AI.

Prime Minister Kristen Michal explained the challenge:

“Now that we find ourselves in the age of AI agents, we are faced with the same question: how can we use that technology in a way that makes life easier but without losing control and accountability?”

The Problem with AI Today

Many AI assistants currently operate by accessing services and systems as if they were the user.

That often means granting broad permissions to emails, calendars, documents, banking services, or online accounts simply so an AI assistant can complete a task.

In other words, it’s often an all-or-nothing approach.

The convenience is obvious, but so is the risk. The more access an AI system receives, the greater the consequences if something goes wrong.

A Move from Total Access to Controlled Access

Estonia’s solution is to create official digital identities for AI agents.

Instead of acting with unrestricted permissions, AI agents would receive specific rights for specific tasks.

For example, an AI agent could be authorised to:

  • View certain data
  • Prepare documents
  • Process payments
  • Operate within a defined spending limit
  • Complete specific administrative tasks

Importantly, those permissions could be adjusted, restricted or revoked at any time.

Prime Minister Michal describes this approach as providing AI agents with:

“Limited, controlled, and auditable powers.”

Why Auditability Matters

One of the most significant aspects of the proposal is accountability.

If an AI agent takes an action on your behalf, there should be a clear record showing:

  • Who authorised the action
  • What permissions were granted
  • What the AI agent did
  • When it happened

This creates transparency and makes it easier to investigate mistakes, misuse or security incidents.

Rather than treating AI as a black box, every action can be traced and verified.

Building Trust in an AI-Powered Future

As AI agents become more capable, they will increasingly carry out digital tasks for us.

They may prepare reports, complete forms, interact with government systems, manage workflows, or handle routine administrative work.

According to Michal:

“In the future, AI will increasingly carry out digital tasks on our behalf, compiling reports, preparing declarations or interacting with information systems. To that end, it must be clear who is acting on whose behalf, with what rights, and who is ultimately responsible.”

That principle may become one of the defining questions of the AI era.

Could Estonia Set a Global Standard?

The technical details, implementation timeline, and liability rules have yet to be announced.

However, the direction of travel is clear.

Estonia is attempting to create a framework where AI agents can be useful without being all-powerful, and where convenience does not come at the expense of accountability.

If successful, it could become a model for other countries and organisations around the world.

The real innovation is not giving AI more access. It’s giving AI the right amount of access.

And that shift from total access to controlled access may become one of the most important standards of the next digital age.
