AI SIX Podcast Episode 485: James Harkin on Building Ireland’s AI Infrastructure

By

Ireland’s AI Infrastructure is taking shape through a bold new European-backed programme, and I got to sit down with the man leading it. James Harkin, Interim Director of Ireland’s AI Factory Antenna Programme, joined me to unpack what this means for Irish startups, SMEs, and the wider public sector.

What Is the AI Factory Antenna Programme?

The AI Factory Antenna Programme is a three-year initiative co-funded by the Irish government and EuroHPC. It launched on the 1st of July and it’s already in early conversations with around twenty-five organisations of all sizes. The goal is straightforward: raise Ireland’s AI maturity by giving innovators access to subsidised compute infrastructure, expertise, and human support.

James described it well — there are nineteen AI factories across Europe, housing massive GPU installations, data sets, and storage. Ireland’s antenna connects our ecosystem to that wider European network. And crucially, it’s not just about raw infrastructure. The human onboarding and support element is what makes this different.

Who Is It For?

This is what I found really interesting. The programme isn’t just for big tech companies or research institutions. The range of organisations already engaging with it includes:

  • Large semi-state bodies like Met Éireann, running AI-powered weather forecasting
  • Mid-level startups and SMEs who are well-funded but lack access to the right infrastructure
  • One- and two-person startups who have the ideas but not the budget or access to compete

James made the point that GPU compute is either prohibitively expensive to rent from hyperscalers or has enormous lead times if you try to buy it. That’s a real barrier, and this programme is designed to remove it.

Sovereign Compute and Europe Playing Catch-Up

One of the big themes we touched on was sovereignty. Frontier AI models are being built and deployed primarily out of the US and China. James agreed that Europe — and Ireland — has been behind in terms of infrastructure, but the momentum is shifting. The EU’s new Gigafactories initiative plans to build between five and seven massive AI facilities across Europe, each potentially housing up to one hundred thousand GPUs. That’s a serious step up.

Ireland also has its next supercomputer, CASPR, being procured right now through ICHEC, the Irish Centre for High-End Computing. That will provide significant sovereign compute for academic and enterprise users.

The Energy Question We Can’t Ignore

We can’t talk about AI infrastructure without talking about energy. James was honest about the challenge — these systems require enormous power, cooling, and generate significant heat. He pointed to Finland and Germany as examples of circular economy approaches, where excess heat from data centres is piped into nearby towns for heating.

Ireland has an advantage with wind energy, but James acknowledged the broader question of where all this power will come from is one Europe needs to answer. Nuclear, which Ireland has traditionally opposed, is back on the table as a conversation.

Optimism for the Future

I asked James if he’s optimistic about a world where we coexist with AI. He absolutely is — and his reasons are grounded. He referenced DeepMind’s AlphaFold, which discovered two hundred million protein structures after humans had identified only a handful. He also noted that there are now around one hundred to two hundred AI-developed drugs going through FDA approval processes. That kind of impact on human health is genuinely exciting.

Weather forecasting, drug discovery, genomics, dementia prevention — these are the domains where Ireland’s AI infrastructure investment could make a real difference.
