AI SIX Podcast Episode 505: Two Visions of AI at the United Nations

By

Two Visions of AI at the United Nations dominated the same week, in the same building — and they could not have been more different. From calls for global accountability to outright rejection of international controls, the UN became the stage for a defining debate about who governs AI. Here is what it means for you right now.

Two Rooms, Two Radically Different Visions

In the same week at UN headquarters in New York, the world heard two completely opposing views on AI governance. President Trump told the General Assembly the US “totally rejects any attempt to construct a globalist scheme to control artificial intelligence.” The very next day, the heads of OpenAI and Anthropic sat before the UN Security Council and said the opposite — that international cooperation is essential to manage AI’s risks.

Guterres: Accountability Is the Real Issue

Secretary-General António Guterres used his final address to the UN General Assembly to name AI as one of four defining tests of power facing the world. His message was sharp and I think it is worth sitting with: “The danger is not technology. The danger is technology without accountability.” He called for a multilateral framework, independent oversight, and drew a firm line on autonomous weapons — life-and-death decisions should never be handed to machines.

Trump: No Global Controls

Trump’s position was the direct counter. He described AI as bigger than the Industrial Revolution and made clear the US will not allow global bodies to slow it down. He even announced plans to stop calling it “artificial” intelligence — preferring “super intelligence” — because, in his words, “artificial” makes it sound fake. Whatever you think of the franding, the policy message was unambiguous: the US is not signing up to global AI governance frameworks.

The Builders Are Asking for Rules

What struck me most about this week was who was in the room on Wednesday. Sam Altman, Dario Amodei, Yoshua Bengio, and Clément Delangue addressed the UN Security Council. These are the people building the most powerful AI systems on the planet — and they were not asking governments to stay out of the way. They were asking for coordinated rules. Amodei specifically called for:

  • Preventing AI from being used to develop biological weapons
  • Common standards for evaluating powerful models
  • Mechanisms to verify safety commitments
  • Notification systems when serious AI-security concerns arise

Ireland Picked a Side

More than 20 countries signed a declaration during UN week calling for stronger oversight of frontier AI, human control over capable systems, and pre-deployment testing before the most powerful models are released. Ireland signed it, alongside Canada and Germany. The US, China, and the UK did not — though Prime Minister Andy Burnham said Britain wants to help lead on global AI standards. So the UK wants a seat at the table, just not this particular one.

What This Means for Your Organisation

Here is the practical takeaway. Do not wait for a global treaty before deciding how you will govern AI internally. The principles being debated at the UN scale down directly to your organisation right now.

  • Before you switch on an AI agent, test it
  • Before you trust a vendor, ask how they evaluate safety and report incidents
  • Before you automate any decision affecting people, make sure a named human is accountable

That is what accountability means in practice. It does not start with a UN resolution. It starts with you.
